In 2017, the Department of Children, Youth and Families (DCYF) was created with the passage of HB 1661. DCYF administers early learning, child welfare, juvenile justice and juvenile rehabilitation services previously administered by two separate state agencies – the Department of Social and Health Services (DSHS) and the Department of Early Learning (DEL). The creation of DCYF restructures how the state serves children, youth and families through a continuum of care, with the goal of producing better outcomes in all Washington communities
